Sejarah Perumusan Pancasila Sebagai Dasar Negara

Sejarah Proses Perumusan Pancasila Sebagai Dasar dan Ideologi Negara 

Indonesia dulu sempat dijajah oleh banyak sekali negara, menyerupai Belanda, Portugis, Inggris, dan Jepang. Negara yang paling usang menjajah yakni Belanda yaitu selama 350 tahun. Penjajahan Belanda di Indonesia berakhir pada tahun 1942. Setelah penjajahan dari Belanda berakhir, Indonesia diduduki oleh tentara Jepang. Mulai tahun 1944, tentara Jepang mulai kalah dalam melawan tentara Sekutu. Jepang mempersembahkan akad kemerdekaan untuk menarik dan unik simpati bangsa Indonesia supaya bersedia memmenolong Jepang dalam melawan tentara Sekutu. Janji ini diucapkan oleh Perdana Menteri Kaiso pada tanggal 7 September 1944. Pada tanggal 29 April 1945 Jepang mempersembahkan akad kemerdekaan yang kedua kepada bangsa Indonesia, yaitu akad kemerdekaan tanpa syarat.


Pembentukan BPUPKI 


Jepang membentuk Badan Penyelidik Usaha-Usaha Persiapan Kemerdekaan Indonesia (BPUPKI) untuk meyakinkan bangsa Indonesia. Tugas BPUPKI yakni mengusut dan mengumpulkan usul-usul untuk selanjutnya dikemukakan kepada pemerintah Jepang untuk sanggup dipertimbangkan bagi kemerdekaan Indonesia. BPUPKI dalam bahasa Jepang berarti Dokuritsji Junbi Cosakai. Pada tanggal 28 April 1945 diumumkan pengangkatan anggota BPUPKI. Upacara peresmiannya di gelar Gedung Cuo Sangi In di Pejambon Jakarta.
Susunan pengurus dan jumlah anggota BPUPKI yakni :
  • Ketua             : Dr. Radjiman Wedyodiningrat
  • Ketua Muda    : Raden Panji Soeroso
  • Ketua Muda    : Ichibangase (anggota luar biasa, orang Jepang)
  • Anggota          : 60 orang tidak termasuk Ketua dan Ketua Muda.


Persidangan Pertama BPUPKI (29 Mei-1 Juni 1945)




Masa persidangan pertama BPUPKI dimulai pada tanggal 29 Mei 1945 hingga dengan 1 Juni 1945. Dalam sidang pertama ini yang dibicarakan mengenai rancangan dasar negara untuk Indonesia jikalau sudah merdeka. Pada sidang pertama itu, banyak anggota yang mengusulkan rumusan dasar negara untuk Indonesia merdeka, diantaranya:
Muhammad Yamin pada tanggal 29 Mei 1945 mengajukan permintaan mengenai dasar negara secara ekspresi yang terdiri atas lima hal, yaitu:
  • Peri Kebangsaan
  • Peri Kemanusiaan
  • Peri Ketuhanan
  • Peri Kerakyatan
  • Kesejahteraan Rakyat


Mr. Soepomo juga mengusulkan lima dasar negara pada 31 Mei 1945, yaitu sebagai berikut:
  • Paham negara persatuan
  • Perhubungan negara dan agama
  • Sistem tubuh permusyawaratan
  • Sosialisme negara
  • Hubungan antarbangsa


Pada tanggal 1 Juni 1945, Bung Karno mengajukan permintaan mengenai calon dasar negara yang terdiri atas lima hal, yaitu:
  • Nasionalisme (Kebangsaan Indonesia)
  • Internasionalisme (Perikemanusiaan)
  • Mufakat atau Demokrasi
  • Kesejahteraan Sosial
  • Ketuhanan yang Berkebudayaan

Kelima hal ini oleh Bung Karno diberi nama Pancasila. Lebih lanjut Bung Karno mengemukakan bahwa kelima sila tersebut sanggup diperas menjadi Trisila, yaitu:
  • Sosio nasionalisme
  • Sosio demokrasi
  • Ketuhanan

Selesai sidang pertama, pada tanggal 1 Juni 1945 para anggota BPUPKI sepakat untuk membentuk sebuah panitia kecil yang tugasnya yakni menampung usul-usul yang masuk dan memeriksanya serta melaporkan kepada sidang pleno BPUPKI. Tiap-tiap anggota diberi waktu yang sempurna mengajukan permintaan secara tertulis paling lambat hingga dengan tanggal 20 Juni 1945. Adapun anggota panitia kecil ini terdiri atas delapan orang, yaitu:


  • Ir. Soekarno
  • Ki Bagus Hadikusumo.
  • K.H. Wachid Hasjim
  • Mr. Muh. Yamin
  • M. Sutardjo Kartohadikusumo
  • Mr. A.A. Maramis
  • R. Otto Iskandar Dinata
  • Drs. Muh. Hatta

Proses Persidangan Kedua BPUPKI (10-16 Juli 1945)  



Persidangan pertama BPUPKI berakhir, namun rumusan dasar negara Indonesia belum terbentuk. Oleh dari itu, BPUPKI membentuk panitia perumus dasar negara yang anggota terdiri dari sembilan orang yang disebut dengan Panitia Sembilan. Pada tanggal 22 Juni 1945 diadakan rapat adonan antara Panitia Kecil, dengan para anggota BPUPKI yang berdomisili di Jakarta. Hasil yang dicapai antara lain disetujuinya dibentuknya sebuah Panitia Kecil Penyelidik Dasar Negara, yang terdiri atas sembilan orang, yaitu:    

  • Ir. Soekarno    
  • Drs. Muh. Hatta          
  • Mr. A.A. Maramis       
  • K.H. Wachid Hasyim 
  • Abdul Kahar Muzakkir           
  • Abikusno Tjokrosujoso           
  • H. Agus Salim 
  • Mr. Ahmad Subardjo  
  • Mr. Muh. Yamin         

Panitia Kecil yang beranggotakan sembilan orang ini pada tanggal itu juga melanjutkan sidang dan berhasil merumuskan calon Mukadimah Hukum Dasar, yang kemudian lebih dikenal dengan sebutan “Piagam Jakarta
atau Jakarta Charter”.

Pembentukan Panitia Panitia Persiapan Kemerdekaan Indonesia (PPKI)       

Pada tanggal 7 Agustus 1945 BPUPKI dibubarkan di Jepang. Untuk menindaklanjuti hasil kerja dari BPUPKI, maka jepang membentuk Panitia Persiapan Kemerdekaan Indonesia (PPKI) atau Dokuritsi Junbi Inkai. Anggota PPKI terdiri dari 21 orang untuk seluruh masyarakat Indonesia, 12 orang wakil dari jawa, 3 wakil dari sumatera, 2 orang wakil sulawesi, dan seorang wakil Sunda Kecil, Maluku serta penduduk cina. Tanggal 18 Agustus 1945, ketua PPKI menambah 6 anggota lagi sehingga anggota PPKI berjumlah 27 orang.         

Pada tanggal 17 Agustus 1945, sehabis upacara proklamasi kemerdekaan, tiba berberapa utusan dari wilayah Indonesia Bagian Timur. Berberapa utusan tersebut yakni sebagai berikut:
  • Sam Ratulangi, wakil dari Sulawesi
  • Tadjoedin Noor dan Ir. Pangeran Noor, wakil dari Kalimantan
  • I Ketut Pudja, wakil dari Nusa Tenggara
  • Latu Harhary, wakil dari Maluku

Mereka semua berkeberatan dan mengemukakan pendapat ihwal bab kalimat dalam rancangan Pembukaan Undang-Undang Dasar yang juga ialah sila pertama Pancasila sebelumnya, yang berbunyi, “Ketuhanan dengan kewajiban menjalankan syariat Islam bagi pemeluk-pemeluknya”.
Pada Sidang PPKI I, yaitu pada tanggal 18 Agustus 1945, Hatta kemudian mengusulkan mengubah tujuh kata tersebut menjadi “Ketuhanan Yang Maha Esa”. Pengubahan kalimat ini telah dikonsultasikan sebelumnya oleh Hatta dengan 4 orang tokoh Islam, yaitu Kasman Singodimejo, Wahid Hasyim, Ki Bagus Hadikusumo, dan Teuku M. Hasan. Mereka menyetujui perubahan kalimat tersebut demi persatuan dan kesatuan bangsa. Dan hasilnya bersamaan dengan penetapan rancangan pembukaan dan batang tubuh Undang-Undang Dasar 1945 pada Sidang PPKI I tanggal 18 Agustus 1945 Pancasila pun ditetapkan sebagai dasar negara Indonesia.

Rumusan Akhir Yang Ditetapkan Tanggal 18 Agustus 1945 dalam sidang PPKI yakni sebagai berikut:  
  1. Ketuhanan Yang Maha Esa    
  2. Kemanusiaan yang adil dan beradab  
  3. Persatuan Indonesia    
  4. Kerakyatan yang dimpin oleh pesan yang tersirat akal dalam permusyawaran/perwakilan      
  5. Keadilan sosial bagi seluruh rakyat Indonesia
